reconnect charges added with warrant

Waste management added a 15,00 reconnect charge to my bill two times. First they said it was because I paid at a 3rd party vendor and they didn't post my payment until it was late. i just got a new bill with a reconnect charge and I maxed my payment directly to them. I live awn a fixed income and can't afford these over charges.
