WM does offers discount service but does not honor commitment nor contract. - WASTE MANAGEMENT / GARBAGE PICK UP

I was switching services from Waste Management who continue to increase service charges monthly. I was given an email offer that included a $5 discount per invoice. It took over 3 months to get the contract arranged. They billed me correctly for one invoice and subsequent were arbitrarily increased and no discount provided. Several phone calls and emails and they still refuse to honor the contract and written offer of discount. They insist that I do not understand but cannot explain why they will not comply with the contract and written pricing.
A different person answers each customer call and email. Terrible customer support.
